3/30/22 BCHD's Conditional Use Permit (CUP) pre-application to Redondo Beach Planning Department -  

A pre-application for the conditional use permit (CUP) went to the Redondo Beach Planning Department on 2/24/22. The Design Package provided to City of Redondo Beach Planning provides NO realistic visualizations of the actual  282,000 sq. ft, RCFE structure proposed to be built, which was previously requested by responsible agencies, the City of Redondo Beach and the City of Torrance during the EIR process.

 
Final EIR -

The BCHD Board Certified the HLC EIR at their 9/8/21 Public Hearing.

As expected, the BCHD Board certified its Final EIR at the Sept. 8 Virtual Public Hearing. In a rare case, BCHD wore both hats in the EIR process: project applicant/proponent and Lead Agency/EIR approver.

 

Importantly, the City of Torrance weighed in citing a multitude of CEQA categories and deficiencies that were not adequately addressed in the FEIR.  Oscar Martinez, Planning Manager for the City of Torrance presented official FEIR comments from Torrance Assistant City Manager Danny Santana.

He cited, in part, “responses provided did not adequately respond to the City of Torrance’s comments related to significant and avoidable impacts to Torrance areas with respect to Aesthetics, Visual Resources, Biological Resources, Geology and Soils, Hazards and Hazardous Materials, Land Use and Planning, Noise and Vibration, Transportation and Traffic, Air Quality, Greenhouse Gas emissions, by incorporating modifications that would allow for the stated program objectives to still be achieved.”

Next BCHD will choose and approve a project, which "could be as soon as October" according to CEO Tom Bakaly. 

Once the Board approves a project, BCHD will apply for a Conditional Use Permit (CUP) with the Redondo Beach Planning Department to allow RCFE on the site, and a Design Review for the project.

They will apply for permits from the City of Torrance, potentially for access and use of Flagler Ave as ingress/egress to service parking garage, if that option is chosen and other permits including work on Torrance property.

Draft EIR Comments 
​

Nearly 3,000 pages of DEIR public comments were submitted in response to the BCHD HLC Draft Environmental Impact Report. A preliminary review showed:

  • 98% of commenters found the DEIR to be deficient, were opposed to the project, or concerned with the project.
