Why the Redondo Beach City Council must not increase BCHD's FAR

​BCHD demands a high 1.25 FAR for BCHD and ALL public land, as stated in their lawyer's letter and mass email messages to the public - a disastrous, self-serving tactic that illustrates they don't care if they damage the entire City to get what they want.

After careful consideration, the Planning Commission recommended 0.50 FAR. A 0.75 FAR was studied by the GPAC in the updated General Plan. Either allows an increase in density/intensity of 2X to 3X the size of what currently exists for most public properties.

The average existing Public Institutional land in the City is 0.26 FAR. The 1.25 FAR would be 5X greater! See table of existing FAR for public land parcels here.

At 1.25 FAR, BCHD's Public Institutional land would have a HIGHER density/intensity than both Commercial and Industrial zones within Redondo Beach.

The City's consultants analyzed only BCHD's property for an Addendum to the EIR, not all public land, clearly giving BCHD preferential treatment.​​

BCHD's CEO has stated several times “there is NO project” currently put forward and NO deal with their private developer.​ There is no reason for the City Council to spot upzone their site for a "phantom" project.​​

The resounding failure of BCHD’s Bond Measure BC (that would have subsidized their private-developer project) shows a clear mandate against a higher FAR. ​

The City's General Plan policy provides a clear path should a project be put forward in the future. Why should the City sell out now and move towards enabling a huge FAR to BCHD for a NON-project?​

None of BCHD's services require an increase in FAR. ​

BCHD provides optional, non-essential, non-emergency services. They provide NONE of the critical infrastructure services or emergency services of the City to all residents that may warrant a higher FAR.​​​​​​​​​​​
