The West Torrance Homeowner's Association is hosting a Candidate's Forum featuring Geoff Rizzo and George Chen, two candidates running for Torrance City Council seat in District 2. Voters residing in District 2, 4 and 6 will elect a Councilmember in the March 3, 2020 General Municipal Election.
