Three Opportunities to Make Your Voice Heard
Coffee with Dr. Koo - Mon. 1/25, 8:00 a.m.

Dr. Martha Koo will have her first Zoom Coffee on Monday, 1/25 at 8:00 a.m. with the public to discuss any BCHD issues or topics. See her survey results here (compiled earlier in December). Survey questions were regarding the HLC, term limits and improving public input.

Referring to a survey result, she asks the following questions on her website:

  • Do we desire the HLC to protect revenue and offer a continuum of care for older adults?

  • Or are we willing to let go of the HLC as a financial investment and potentially cut BCHD programs?”

This would be an excellent topic for her virtual chat (and the half-day Strategic Planning meeting.) Join her first virtual chat with residents and let her know what’s important to you.

January BCHD Board of Directors Meeting - Wed. 1/27, 6:30 p.m.

Agenda is posted here.

At their latest Strategic Planning Committee meeting (1/13/21), BCHD strategic consultants Sg2 gave recommendations that were approved to go to the January Board Meeting on Wed., 1/27. Their recommendations are included here.

Senior care recommendations were based on innovations in telemedicine, technology and keeping people in their homes. Why is the BCHD still pushing to build their own massive 6-story RCFE, post-COVID? Keep them accountable.

This may be the last meeting before the DEIR is released. Send your public comments to be read into the record.

Strategic Planning Half-Day - Fri. 1/29, 8:30 a.m - 12:30 p.m.

Send comments to and join the Strategic Planning Half-Day meeting that includes their Board, Committees, staff and volunteers on the invited list. This meeting - normally with an all BCHD associated invitee list, was extended to the public. You may remember that a poll was taken at the last Strategic Planning Half Day in Sept. 2020 in which it was stated 98% of the attendees and by implication, public, agreed that expanding the BCHD was a good idea. It turned out that nearly all the attendees were employed or associated with the BCHD. Dr. Koo added the subject of term limits and their order of making motions before taking public input to this meeting.

Send your public comments to communications@bchd.org and join the meeting here. This is your opportunity to make your thoughts known!

Some things to comment on:
  • Board likely to approve Programmatic Design for HLC Phase 2. allowing them "flexibility" to move forward without defining Phase 2 in DEIR. Watch Dec. 2, 2020 – Properties Committee –see discussion starting at 21 min. into the video.

  • CEO Tom Bakaly receives opposition to plan by members, "sunsets" Community Working Group. Watch the Dec. 7 CWG meeting.

  • BCHD moving ahead with a DEIR and building heights and placement completely incompatible with and towering over surrounding neighborhoods, despite mass opposition. Characterizes Phase 1 (massive 6-story assisted living at edge of the property) as "thoroughly vetted with the public".

  • BCHD distributing its own set of misleading "facts" to counter the public's concerns (see some concerns here

  • Revising policy on discretionary approval for Public Records requests - "The District may further withhold inspection of records or writings if, based on the facts and circumstances, the District determines that the request or requests would impose an unreasonable burden on the District, which, based on existing case law, would legally justify withholding the writings or records. Such discretion shall be exercised by the District by and through the Chief Executive Officer or his or her designee, whose decision shall be final unless overruled by the Board of Directors."
